Sugimoto Group

A handful of anti-meta "activists" in tokyo. Slightly better organized and competent than other groups. They watch the current fights and look for weaknesses in the stronger metas to exploit when they finally move.

Leader: Hitoshi Sugimoto
Analyst: Hitomi Chiba
Main Muscle: Orochi Kagawa

Beyond the three, there are a few combatants, and tech experts who assist in combat. They quietly recruit others from the local anti-meta populace, and Sato's speech helped them get a few numbers added. They also spread anonymous anti meta posters, fliers, and other propaganda material. Hitoshi is funding the group with insurance money from a destroyed restaurant and lost family he believes metas were responsible for during the demon invasion.

Sugimoto himself is pretty bitter about the family and restaurant. He's cold and calculating, not rash and unthinking, but he's definitely ready to up the ante. He's convinced war is coming, and has a plan for joining open combat against meta's in a big way. His operational security is pretty good though. The three know of his plan for open combat, but even the other combatants and operatives in his group don't realize he's planning on pulling the trigger himself.

The propaganda arm, and his public allies have no clue.

This group is for everybody's use, but I do have some ideas about where to go with them. They don't have to survive (as an intact group) the current plot, but aren't someone who anybody can just shove off the world alone.

If you want to use them, have the named people above escape conflict for a little while, and post ideas of what you want to do with them here.

Update: Thanks to Sato, and an unnamed group of wealthy backers, the group is now moving further with their militant arm. He's quietly recruiting thugs, police, and other extremists into a private little militia with delusions of grandeur.

Rescuers of Tokyo
Strength: Unknown # of armed citizens and police working in secret

Support: Black Market and shell company purchases of land, buildings, vehicles, and man-portable firearms (Sidearms, Automatic Rifles, and civilian/construction grade explosives).
Intelligence: Access to security cameras and street cams throughout tokyo, either through compromised police officers, supportive shop owners, or computer exploits. Consider TPCD partially penetrated (including ANFG maintenance and supply), and MPD penetrated at all levels, no faction intelligence penetration, but observation analysis of major PCs should also be expected.

Training level: Ranges from Green to Experienced, focused on guerrilla tactics and information gathering. Authors should expect even non police members to have at least a basic understanding and training with any weapon that particular npc is using, and some ability to work in teams.

Note: Oblivion and I have discussed Alexis being abducted in the next escalation of hostilities. If you have a character or two who could also be thrown in a "rescue me!" plot let me know!

Arella has been added to this obduction. Two PCs should be enough in the way of abductees.
